Maybe it is not for Dell Inspiron windiws for Samsung. I believe the specific problem you are having is that the native windows Bluetooth drivers are installed, but not the complete set of drivers for all Bluetooth functionality. The company who installed Windows 8 should have installed the appropriate W8 Bluetooth drivers.
